MISSION

The Mission of International AIDS Empowerment is to improve the quality of life for people living with HIV/AIDS regionally, nationally and internationally and to reduce the incidence of new infections through education, outreach, and testing.

HISTORY

International AIDS Empowerment

About International AIDS Empowerment (IAE), it was created in 1997 as a project of the United States-Mexico Border Health Association (USMBHA) and the El Paso Field Office of the Pan American Health Organization (PAHO).  In the year 2000, IAE received its own 501 (c) s status.  International AIDS Empowerment is a non-profit organization who’s Mission is to improve the quality of life for people living with HIV/AIDS regionally, nationally and internationally and to reduce the incidence of new infections through education, outreach, and testing.

IAE is a grassroots, peer-based minority organization.  By working on a daily basis in the community, the organization has developed a better understanding of the needs of HIV infected and affected individuals.  IAE began its existence with a 1997 grant from the Levi Straus.  Foundation to provide training, technical assistance and capacity building for El Paso’s HIV case management system.  The grant called for IAE to conduct a needs assessment, and develop and implement a common training program for all of El Paso’s case managers.  Under that grant, IAE created a 60-page document, “Case Management Standards and Guidelines.”

Empowerment is one of the few organizations regionally that has extensive experience with HIV Rapid Testing.  IAE was the recipient of a HRSA Ryan White Title III Planning Grant in 2003.  As part of that grant, IAE conducted a Needs Assessment of AIDS care and treatment services on the entire Texas-Mexico Border.  Needs were assessed border-wide and additionally were broken down regionally (Rio Grande Valley, Laredo, Del Rio / Eagle Pass, and El Paso).  IAE complied with all fiscal and program-reporting aspects of this grant, completing a 73-page report, “Border HIV/AIDS Survey Results.”

International AIDS Empowerment has collaborated with organizations on both sides of the U.S.-Mexico Border on issues concerning AIDS prevention, training, testing, and treatment and care services.  IAE has a long history of collaboration, cooperation, and insuring parity, representation, and inclusion in the Border Region.  From 1999-2001, Mr. Rosenthal served as the Chair of the regional Title II AIDS Consortium.  During that time, he instituted a strategic planning process that resulted in moving the Consortium from instability to solidifying its foundation.  He also increased the participation of people living with HIV/AIDS (PWA’s) on the Consortium from three members to eight members.  In addition, he increased the number of participating agencies from fourteen to twenty.

International AIDS Empowerment has been recognized as the primary voice for PWA’s in the region.  Mr. Rosenthal in his role as a PWA representative on the Texas HIV Medication Advisory Committee collaborated with other PWA’s, individuals and organizations to advise the State of Texas on its AIDS Drug Assistance Program (ADAP).
